BOARD OF DIRECTORS/BUDGET MEETING
NOVEMBER 2, 2015
Bob Cory called the meeting to order at 1:00pm.
In attendance were Dave Luenzmann, Bob, Mathis and Dave Yoder representing a quorum of the Board. Lea Stokes and Karen Hopkins were also present representing Preferred Management Services. There were several owners present also.
The minutes of the October 19, 2015 Board meeting were approved.
Lea Stokes entertained several questions from one of our owners regarding the formula used to substantiate the budget numbers. A recommendation was made for future budget mailings that re-allocated monies be highlighted in the cover letter. Another owner explained why that was not necessary. Another item questioned was an increase in landscaping amounts and Bob Cory explained that we will continue to improve our landscaping to remove some of the bushes that were planted when the buildings were first built in the 1990’s. There was a discussion on the amount of bad debt we are carrying from long past years. This long term bad debt is shown on our Budget and Financial Statements but its presence or absence does not affect the Association’s Net Worth. A motion was made and passed to remove this long term bad debt from the budget & financial statements. The Association will continue to try to collect whatever funds may be possible without spending more money than we might reasonably expect to collect. A motion was made and passed to approve the proposed budget for 2016.
Changes to On-site Management hours & Personnel
There was a brief discussion of a new Site Manager to basically take Karen’s place for 20 hours per week and Karen continuing with an emphasis on capital improvements for approximately 10 hours per week. This to begin with training of the new on-site assistant in January.
There was a lengthy discussion on pool rules, pool signs, location of signs, I.D. wrist bands, pool monitor, when monitor is needed. All these topics were tabled for later discussions & decisions; however a motion was made and passed that when the pool rules are decided and voted on a copy should be sent to every owner and request that every owner acknowledge receipt of the rules by promptly signing and returning a copy to Preferred Management Services.
The Board requested that we ask our attorney Ed Ronsman to prepare a Resolution for La Grande Provence to facilitate fining owners in the future.
